FG to commence crude oil tracking by 2019




The Federal Government, Moday, stated that from 2019, the country would begin tracking Nigeria’s crude oil and would be able to account for every drop of the commodity produced in the country.

Minister of State for Petroleum Resources, Mr. Ibe Kachikwu, in a podcast distributed to newsmen in Abuja, disclosed that the Federal Government was already working with the Department of Petroleum Resources, DPR, to develop an information technology (IT) platform that would make the crude oil tracking possible.

He said, “There is the issue of crude tracking – how do we track every molecule of products we have, crude and refined products? We are putting together an IT platform that will enable us do this. We are working with DPR and hopefully, by 2019 the issues of whether we could not account for our crudes will no longer occur.”

Kachikwu also stated that the Federal Government is planning to conduct a licensing round for the award of oilfields in inland basins to companies to prospect for crude oil, adding that the government is also working on the rules to guide the process which would be conducted along with the marginal fields bid round. “We are planning our marginal fields’ rounds and we are also planning our inland basins rounds. It is going to be a transparent process to bring people to get us more oil.


The rules are going to be out soon once it is approved by His Excellency,” he noted. The inland basins in Nigeria are Niger Delta, Chad, Anambra, Benue Trough, Benin, Sokoto and Bida basins. He further stated that following the exit from the joint venture cash call arrangements with multinational oil and gas companies, the country had received investment requests amounting to over $15 billion. He said, “We were able to exit the joint venture cash call. Still a bit of things to be ironed out there but for the first time, multinationals began to have belief in their need to invest in the country. “The amount of investment requests we are seeing from joint venture cash call members is today in excess of $14 biollion – $15 billion dollars, which are for purposes of projects like Zabazaba, Bonga extension programmes and all that. Multinationals are beginning to have confidence that this system is working.” The Minister lamented that infrastructure in the energy sector were old and dilapidated and that the Federal Government could no longer fund their revamp. “Infrastructure is key to us.

Our infrastructure is 30 to 40 years old; completely dilapidated, and cannot be funded by the government anymore. I am working with the Nigerian National Petroleum Corporation, NNPC, and the DPR to launch our infrastructure masterplan and bring people who can invest in them,” he maintained. Kachikwu averred that the Ministry of Petroleum Resources would be conducting an industry rewards in December to reward oil companies that have done well over the course of the year in terms of low cost of production among others. He also declared that the government would be releasing the fiscal policies, which are awaiting the approval of the Federal Executive Council, FEC.

According to him, the fiscal policies would expand income in the short term by over $2 billion a year to the federal government, while on the long term, over $9 billion, adding that the Federal Government plans to leverage on that to work with the National Assembly to translate the policies into legislative provisions.

N88bn compensation to victims of Biafra war: Anambra, Rivers, Akwa Ibom, Delta, Ebonyi, Cross River, Abia, Enugu, Benue to benefit




Determined to quell rising agitation by secessionist groups, the Federal Government, yesterday, agreed to release N88 billion for the compensation of victims of the Nigeria/Biafra civil war, as well as for completion of demining and destruction of abandoned explosives within the South-East, South-South and North Central regions of the country.


Federal Government, in terms of agreement it endorsed before the ECOWAS Court in Abuja yesterday, said while it would pay N50 billion compensation to “true victims” of the civil war that occured between 1967 and 1970,  a total sum of N38 billion will be paid to contractors for total and complete demining and destruction of abandoned bombs and landmines within the regions. The decision followed a suit marked ECW/CCJ/APP/06/12, which was filed before the ECOWAS Court on May 2, 2012, by one Vincent Agu and 19 others against FG and five others. Federal Government opted for an out-of-court settlement of the matter after four years negotiation period. According to the agreement document which the ECOWAS court adopted as its consent judgment, two firms, RSB Holdings Nigeria Limited and Deminers Concept Nigeria Limited, were said to have been contracted in 2009 to carry out demining exercise in the war affected areas.

Federal Government told the court that after an exercise that was conducted by medical experts that were employed by the two contractors to screen and identify true victims of the war, “All the parties to this suit acknowledge that 685 persons were selected and classified as survivors while 493 of them were confirmed as victims of either landmines or other dangerous military ordinance including locally fabricated weapons, hence entitled to compensation including their families and communities. “Whereas the parties also acknowledged that a total of over 17, 000 bombs were recovered and destroyed by the 4th and 5th Respondents (the contractors), while a total of 1, 317 are still in the stockpile located at the Mine Action Center, Owerri, Imo State, a large quantity of live bombs still litter the Applicant’s communities.” States listed to benefit  from the deal are Anambra, Rivers, Imo, Akwa Ibom, Delta, Ebonyi, Cross River, Abia, Enugu and Benue.

The plaintiffs had in the suit they filed for themselves and as representatives of victims of the Nigerian civil war, including all the 493 victims pre-enumerated by the Ministry of Defence, demanded N100m as compensatory and general damages. According to the terms of agreement sighted by Vanguard, while the N50bn compensation would be paid into United Bank for Africa, UBA, account No. 1018230076 which was nominated by counsel to the victims, Chief Noel Agwuocha Chukwukadibia & Co, the other N38bn woud be paid into Deminers Concept Nig. Ltd UBA account No. 1016296801, belonging to the contractors. Federal Government however maintained that the Terms of Settlement  shall operate as full and final  settlement of all claims arising from alleged violation of rights of victims of the Biafran war “in any other suits, action or matter however so called that may arise from this subject matter.” The Government said it agreed to release the funds, being conscious of unexploded bombs and other remnants of war that littered some parts of the South-East, South-South and North Central regions and the inherent dangers posed thereof. It said that it reviewed and took “full cognizance of the dire situation and unmitigated threat posed to the Applicants and their communities by aging bombs and other post war lethal materials left under the elements in public places like schools, churches, courts, farmlands and market places”, adding that it was agreed that the contractors, “having satisfactorily performed the 1st phase of the project be mobilised back to site to complete the final phase of the ongoing demining process.” Part of the 11 points resolution the ECOWAS court adopted as its judgment  on Monday  included: “That a Special Purpose Vehicle, SPV, comprising of all the necessary stakeholders shall be created for the implementation of the activities to ensure transparency and accountability. “That the Federal Republic of Nigeria undertakes to set up in the South-East, the National Mine Action Center in Owerri Imo State of Nigeria. “That every landmine, unexploded ordinance and explosive remnants of war discovered in the course of the jobs should be completely detroyed.

“That the Federal Republic of Nigeria undertakes to rebiuld and or rehabilitate all public/private buildings already identified in the enumerated exercise by the war or used either as military facility or refugee camp during the war as contained in schedule 2 of this Terms of Settlement. “That the Federal Republic of Nigeria undertakes to construct one block of ten (10) classrooms for 50 communities presently barred from using their school facilities because of the presence of bombs and other post war relics; construction of court houses, churches and worship centers where explosive ordnance were found by the 4th and 5th Respondents. “That parties herein urge the honourable court to adopt as the consent judgment this Terms of Settlement in full and final settlement of this case. “That the Federal Republic of Nigeria shall implement the judgment order(s) of this honourable court to wit, payment of the agreed sum as contained in paragraph 16 and 18 above, within a reasonable time not exceeding 45 days from the day of this judgment”. Falana, Egbeyinka, signed on FG’s behalf Lagos-based human rights activist, Chief Femi Falana, SAN, and Mr. Shola Egbeyinka, signed the agreement on behalf of the federal government and it was documented as consent judgement by head of the ECOWAS Court panel, Justice Chijioke Nwoke. It’s an interim stop-gap to placate Ndigbo – Ebonyi Igbo leader Reacting to the development, an  Igbo leader in Ebonyi State, Chief Abia Onyike yesterday described the move by President Muhammadu Buhari to pay N88 billion to the victims of Biafra  as an interim stop-gap to placate Ndigbo in the country. He said:”I welcome the gesture as an interim stop-gap measure to placate Ndigbo.

It will go a long way to assuage the painful horrors of the Igbo genocide. “However, nothing can replace the self-determination or independence of the Igbo nation as a distinct and autonomous mega ethnic nationality in Africa. Yakubu Gowon (rtd), calling him a coward and accusing him of lying.

Gowon had recently granted an interview to a national newspaper (not Vanguard) where he accused late Biafra leader, Dim Chukwuemeka Odumegwu Ojukwu of thwarting the 1967 Aburi accord which brought about the 3 years civil war. But the BZF, yesterday, described Gowon’s statements as lies and  an  act of cowardice to have waited for 8 years after Ojukwu’s demise to make such preposterous claims. The group wondered why Gowon did not come out to speak when Ojukwu was alive and why he suddenly fell ill after returning from Aburi, Ghana, as he claimed in the interview. Leader of BZF, Mr. Onwuka Nsiegbe in a statement he released in Enugu, yesterday said it  was shameful for Gowon to engage in such a “high calibre twisting of history even at his old age.” While chiding Gowon for going to Aburi unprepared, Onwuka said, “he is a coward and a British stooge. “Why is he coming now to tell us what happened during the civil war; why didn’t he make these declarations when Ojukwu was alive; why did he wait until 8 years of Ojukwu’s demise  to say Ojukwu lied; why now?” He challenged Gowon to produce what he claimed to be the true Aburi Accord for the world to see if he was sincere that Ojukwu gave the accord a different interpretation. Onwuka said, “Gowon is to be blamed for the crisis in Nigeria from 1967 till date; he caused the whole crisis. He could not control the killing of the Easterners as the then head of State.

The Aburi Accord would have sorted out all  Nigeria’s problems. “The Biafrans came up with a model; a Swiss confederation model; the East, led by Ojukwu went prepared; Gowon went there empty; he came up with nothing. “Now, having agreed and signed the accord,  it was expected that Gowon would come back and make an announcement but he refused to make the announcement; what happened? “The British government reached out to him and warned him not to implement the Aburi Accord; he was never sick.

He was afraid that the Igbos would control the oil. “There was pressure on Ojukwu to tell the people what was agreed in Aburi. Gowon reneged on the Aburi Accord on the advice of British government. “If he were sick, what of his vice, what of his foreign minister, what of his information minister? So, he deliberately went incommunicado. That was the genesis of the crisis.” Onwuka added that “in further defiance to the Aburi Accord, this same Gowon created 12 states; the British government advised him to create 12 states instead of implementing the Aburi Accord.

The East rejected it and that was the beginning of the full-blown crisis. “Ojukwu never envisaged secession; the Eastern region never envisaged secession; it was Gowon’s refusal to implement  the Aburi Accord and his subsequent creation of 12 states that caused all these problems which are still lingering till date. “Ojukwu’s only mistake was not accepting the offer from Russia. It was a diplomatic blunder; a diplomatic deficiency; failure to understand international politics. “Gowon  is  the cause of the civil war; he is the cause of all the problems facing Nigeria today. He brought this up now in order to weaken Biafra agitation; he is doing this to destabilize what we are doing about Biafra’s independence.” without knowing that he succeeded then because of international support from the United Kingdom. Biafra had none.” “Ojukwu’s only mistake was not accepting offer from Russia. It was a diplomatic blunder; a diplomatic deficiency; failure to understand international politics. That is why we are saying that only the United States can help us get Biafra. “He is already paying for his sins. Look at herdsmen massacring his people in Kogi, Nasarawa, Benue, Taraba, Kwara and the rest. These are the people he used to fight the Igbos. Russia AND the US send nuclear bombers to North Korea as tensions soar in row over Kim Jong-un





The US sent a nuclear capable B-2 stealth bomber from Whiteman Air Force Base in Missouri on a long-range mission to the Pacific this weekend.  RUSSIA and the US have flown nuclear bombers near North Korea as tensions grow over tyrant Kim Jong-un’s nuclear threats.

And the Russian Defence Ministry today announced that US and Japanese jets escorted Russia’s missile-carrying Tupolev-95MS strategic bombers during flights over the Sea of Japan and the Pacific Ocean.

A spokesman said: “Two strategic bombers Tupolev-95MS of Russia’s Aerospace Force have carried out routine flights over international waters of the Sea of Japan and the western part of the Pacific Ocean.

“At certain sections of the route the Tupolev-95MS crews were accompanied by a pair of F-18 fighters (of the US Air Force), and a pair of F-15, F-4 and F-2A fighters (of the Japanese Air Force).”

The threat of nuclear missile attack by North Korea is accelerating, US defence secretary Jim Mattis warned at the weekend.

Mattis made his remarks as he accused the North’s leader Kim Jong-un of “illegal and unnecessary missile and nuclear programmes”.

Speaking in Seoul alongside South Korean defence minister Song Young-moo, he warned: “North Korea has accelerated the threat that it poses to its neighbours and the world.”

Because of this, he said, military collaboration between the US and South Korea had taken on “a new urgency”.

Mattis added: “Any use of nuclear weapons by the North will be met with a massive military response.”

The North says it needs nuclear weapons to counter US efforts to strangle its economy and overthrow the Kim government.

Hypersonic missiles are coming to change warfare forever




The United States Department of Defence has suggested it is investing in the modernisation of its missile defences, but pretty soon these could be useless.  Global powers, including the United States and Russia, have been working on the concept of hypersonic missiles for over 50 years. At the moment, only preliminary tests of the systemsneeded for the missiles to work have been successful. Although experts at the RAND Corporation expect these weapons will become a reality in the next decade. When they do, there could be devastating consequences.

What are hypersonic missiles?

“Hypersonic missiles combine the speed of ballistic missiles with the accuracy and manoeuvrability of cruise missiles,” says Patricia Lewis, research director of International Security at Chatham House. This means that they're not only fast (as their name implies) but nimble too.

The missiles are designed to travel at approximately 5,000 to 25,000 kilometres per hour , or one to five miles per second, a report for the RAND Corporation explains. In other words, the missiles fly more than 25-times faster than modern airplanes.

They're made of two components: Hypersonic Glide Vehicles (HGVs) and hypersonic cruise missiles (HCMs). HGVs are unpowered vehicles that glide to their target at the top of the atmosphere, reaching between 40km to 100km in altitude.

HGVs are launched on an Inter-Continental Ballistic Missiles, or ICBM. Once released they glide along the upper edge of the atmosphere, manoeuvring toward their target, says Richard Moore, senior engineer and director of RAND’s Washington office.

It's possible to keep the target a secret until the last few seconds of their flight because of the uniquely low trajectory they take in the atmosphere. It is then that missile makes its final dive.

As they near their target, they may continue to manoeuvre to avoid defences and strike whatever target they're going after. It is expected the missiles will operate at speeds between Mach 8 and Mach 20 – or between 6,200 miles per hour and 15,300 miles per hour.


However, Hypersonic cruise missiles (HCMs), use a solid-fuelled booster to accelerate to at least Mach 4. As they approach or achieve hypersonic speeds, (Mach 5 or 3,800 miles per hour), the booster on the missile will fall away and their more fuel-efficient, supersonic combustion jet engine, named SCRAMJET, ignites.

In the atmosphere, this completes the acceleration to a higher speed, and then provides sustained power for the cruise portion of the missile’s flight.

These HCMs fly much higher than airplanes, but lower than HGVs because they need the air to be thick enough to feed their SCRAMJET engines. Like HGVs, these missiles also manoeuvre to a height that will evade defences, and will keep their target a secret until the last few seconds of their flight. Their flight altitudes are between a few tens of kilometres and 100 kilometres.

Another unique feature of the hypersonic missiles is that they can carry either nuclear weapons or conventional warheads, making them more versatile than previous missiles.

What makes these different from the average ICBM?

ICBMs travel much higher than hypersonic missiles, although they travel at roughly the same speed. ICBMs have little manoeuvrability, because they travel so high, which makes them quite predictable.

Because ICBMs travel at much higher altitudes than HGVs and HCMs, they can be detected by missile ground sensors much sooner, says Moore, and so deflected. Also, because ICBMs are rocket-fuelled, their smoke is easily detectable from ballistic missile sensors in space. For the same reason, air-fuelled HGVs and HCMs are largely undetectable.

What could the impact of this be?

Currently, hypersonic missiles are being created by the United States, Russia and China, while Australia, France and India have all been reported to be developing the technology.

“The ability to easily circumvent enemy air defenses and deliver an accurate conventional weapon to a target anywhere on the planet within one hour would fill a big gap in current military capabilities," Lewis says. “They will be capable of evading current missile defences and would result in hair-trigger responses” she adds.

The United States especially has a variety of early warning satellites and missile defence systems which would be rendered largely useless.

Most technologically-advanced countries capable of developing hypersonic missiles would therefore be able to challenge the major powers. This means that the distribution of these missiles could create major geopolitical instabilities.

“The spread of hypersonic missiles, unless halted through export controls or a new treaty, will mean that a wider range of small countries will be able to threaten larger military powers such as China, Russia or the US,” Lewis says.

Nigeria Will Burn If Jonathan Is Arrested - Orubebe




Against the backdrop of the recent invitation of former President Goodluck Jonathan by a Federal High Court and sundry statements made against his person, a Niger Delta Commentator and Ijaw leader, Hon. Kennedy Orubebe, has said that Nigeria will burn if the former President is arrested.

Speaking to Sunday Telegraph in Warri, Delta State, Orubebe, a founding member of the Federated Niger Delta Izon Communities (FNDIC) and PANDEF, said any effort to probe the ex-President should commence with thorough investigation into all sleaze practices carried out under previous Presidents and Heads of state.

Orubebe said: “I vehemently say that for them to make any mistake of arresting Jonathan will not augur well for the present government. But we know that past Presidents and Heads of State in the country have committed a lot of atrocities against this country and nobody raised an eyebrow. I repeat if Buhari’s government makes any attempt to arrest President Jonathan, it will not be taken kindly particularly by the Ijaws. In fact, the country will burn.

“I know for sure that Buhari’s government will not arrest Jonathan. So, let’s leave it like that. But in case it happens, the entire Niger Delta will boil and Buhari will not be comfortable wherever he is. In fact, government should not think of that.

“Although Jonathan ignored his people when he was in power and developed the North, be that as it may, let this government remember that he (Jonathan) came from somewhere because he remains our son no matter what.

“If the government wants to make any arrest, they should start from the past Presidents and Heads of State that did something unconstitutional against this country. I remember that Chief Obasanjo’s name was mentioned in the Halliburton scandal; so, they should not think of arresting Dr. Jonathan because it will backfire seriously on them.”

He decried what he referred to as disparaging statements made against Jonathan by Buhari’s aides, stating that that was uncalled for. According to him, there is nothing unusual about opposition party speaking against politics of the incumbent, provided they are based on facts.

He advised Jonathan, however, to maintain a dignified silence and feel free to offer advice privately to President Buhari when need be, even as he (Jonathan) should speak out when his government or person is being vilified or Nigerians are fed with lies about him.

Corps Members Deployed To Teach Students In Kogi University, Says ASUU




The Kogi State University, Ayingba has deployed members of the National Youth Service Corps (NYSC) and non-teaching staff to teach first degree courses and supervise students’ projects in the institution.

The acting Chairman of the Academic Staff Union of the Universities (ASUU) of the university, Dr. Aina Daniel, disclosed this at the weekend while addressing journalists in Lokoja.


The action of the university followed the sack of 125 academic staff after the proscription of ASUU activities by the state Governor, Alhaji Yahaya Bello, last July.

Aina noted that it had became imperative to draw the attention of the public to the unethical practices being carried out in the institution where “Unqualified persons such as technologists, NYSC members and other non-teaching staff are being co-opted to teach courses and supervise students’ projects.

“It is pathetic and unfortunate that taking a cursory look at the list of the purportedly sacked lecturers and the courses they teach, the reallocation of such courses and identifying those who are assigned to teach those courses, it is crystal clear that the “one ready to kill has met the one ready to die” while not knowing that there is no one to bury. Stench results.”

According to him, “KSU, Anyigba has degenerated almost beyond the pre- 2005 era. Unethical practices are done with imminent colossal damage in an effort to create the impression that all is well within the system.”

He pointed out that “in several departments, postgraduate programmes have folded up completely and where they exist, they are being handled by unqualified persons; where a number of PhD and Masters Degree Students did their external defenses without the knowledge of their major supervisors. “Also, completed undergraduate projects hitherto supervised by the purportedly sacked lecturers were re-assigned and graded by lecturers who never took part in the supervision; in some instances, the names of the original supervisors were fraudulently removed and replaced with those who were not part of the supervision process. These are clear cases of plagiarism. There is a need to beware!!,” he said.

He alleged that allegations abound that fraudulent activities like sales of lecture materials are rife as a result of the current situation in the university. “In some cases, some ‘lecturers’ reportedly instruct students to browse and download lecture materials without teaching in readiness for their end of semester examinations. There are so many courses still left untaught and this cuts across almost all the departments with far reaching implications on the quality of the University degrees.

“Pitiable is how to describe the current state of our colleagues who decided to fall into irrelevance in our struggle to build the KSU, Anyigba of our dream at this point in time. Of course, this is apart from the demons, monsters and sycophants who are manipulating them for their selfish goals,” he said.

Aina stated that despite its efforts aimed at amicable resolution of the crisis, the Kogi State government has instead resorted to intimidations.

“For the past three months, we were being pushed, pressed, oppressed and persecuted. We were prevailed to absorb all in our stride, hoping that the voice of reason, sanity and legalism will prevail across the strata of our tormentors.”

According to the union, “It is common knowledge that proscription of a trade union is beyond the jurisdiction of a governor, adding that it had given time for this error to be corrected.

Anthony Joshua stops Carlos Takam in round 10 to defend IBF and WBA titles





Anthony Joshua defended his WBA and IBF world heavyweight titles by wearing down a game Carlos Takam with a controversial 10th-round stoppage at a raucous Principality Stadium.

The Briton, 28, damaged his nose after a heavy head collision early on and did not have things all his own way against a fighter who took the bout at 12 days' notice.

But in a key fourth round in which both men enjoyed success, Joshua dropped his man with a hook and badly damaged the eye of his rival.

Takam was twice inspected by ringside medics but battled on until he was overwhelmed in the 10th, when referee Phil Edwards stepped in to end the contest, much to the challenger's frustration.

Takam, 36, was under pressure but not out on his feet and some inside the Cardiff venue booed the stoppage.

The crowd in Wales clearly felt the decision to stop the fight was premature, but Joshua said he has "no interest" in what the officials do.

"I come to fight, I don't sit on the edge and make decisions," he said. "It was a good fight until the ref stopped it, so I have the utmost respect for Takam.

"I have no interest in what is going on with the officials, that's not my job. I think people want to see Takam unconscious on the floor, and that's what I was trying to get to."

Watford fighter Joshua said his nose had been badly swollen by Takam when the pair clashed heads in the second round.

"I had to keep my cool," added Joshua. "I've got a few months to heal it up. I'll go and see some good doctors to crack it back in place.

"If I showed any signs of weakness, the ref could have jumped in. That's what he (Takam) tried to do, but the ref stopped it."

Takam said: "I want a rematch, I made my preparations with 12 days to fight Anthony. I want to box him again. I want him, he is a great champion."

A tricky test negotiated

Cardiff's fans may have wanted a more clinical ending, having waited 10 years for boxing's return to this passionate venue but Joshua had come through a tricky test.

Things started badly when his walk-on music failed to play and the boisterous crowd howled as replays of the second-round head collision played in the stadium.

Defeat would have arguably been the biggest upset this marquee division had seen since Hasim Rahman stunned Lennox Lewis in 2001.

It never looked likely, although some will perhaps point to Joshua's career-high weight as the reason he at times looked a touch sluggish, and question why he could not blitz his way to victory.

Ultimately, Joshua is setting high standards to be judged upon.

Nigeria’s unity is desirable, but don’t tell me it is non-negotiable –Gov. Dickson




Governor Henry Seriake Dickson made history when he drove to Aleibiri in Ekeremor local government area of Bayelsa State, the first time a vehicle would reach the community, thanks to the construction of Sagbama, Ekeremor, Agge Road.

The governor took time off after the historic drive to speak on a number of national issues, including the failure of the Federal Government to address the calls for the restructuring of the country, and the challenges confronting Bayelsa State and the Niger Delta. He also spoke on the need for the People’s Democratic Party, PDP, to urgently put its house in order, ahead of the 2019 general elections.

What is the update on the civil service reforms, generally with particular reference to payroll fraud?
You made some remarks in your introduction, which touched on the core mandate of our administration. One of them is the Sagbama/Ekeremor/Agge road, but I just want to speak briefly about that critical infrastructure project. The clearing of that road from Toru Orua, that is expected to terminate at Agge, was taken over by this government in 2013 and, in 2015, the clearing had reached Agge. Right now, they are sand filling and it is just a few kilometres to get to Ekeremor. By January 2018, I am likely to embark on another tour by driving to Ekeremor because we expect that the sand filling to Ekeremor should be completed by December 2017. For those politicians in your introduction, who asked if roads and schools could be built on water, clearly Nigerians do not know about the challenges we are facing and enough efforts have not been made in that regard over the years to understand the peculiar developmental challenges of this area. Bayelsa developmental challenge is different because the entire state is below sea level.   That is why our leaders wrote to the colonial masters before Nigeria became independent that the emerging Nigeria nation will not understand our problems and how to solve them. As soon as the dredging is completed, I have directed that even if we have to borrow, they will move to Oporoma to sand fill from where we have stopped to Angiama, where the bridge will be launched to Oporoma. That is what I want to accomplish before the end of my tenure. We are also talking to major players like the NDDC, the SPDC and so on, on how we can collaborate. The Nembe-Brass road is also critical and that one is commercially viable because of the businesses in that area. The second concern you raised was the monkey pox containment in our state. I congratulate the commissioner for health and his team for containing the scourge. Wagebill Now, the question on the civil service reforms; this is one key area that we have been doing a lot of work, since 2012. We have worked so hard to reduce the wage bill, blocked the leakages and wastages because we need every kobo to be put into development. After paying salaries, we barely have N5m left and we have a very low IGR base, which we have raised from N60-70m to about N500-600m. But, that is nothing compared to what other states are getting. States around us are raking in N10b monthly; our IGR is nothing to write home about because the companies are not here and our people do not pay tax except those in the public service. We are asking for support in terms of further solving the challenges of leakages and wastages in our salary system. We have been able to bring down our wage bill to about N3.8bn every month, but we think that is still too high, that is why I want to commend genuine civil servants, who are going to work and are doing very well, teachers, especially the secondary school teachers, who have done so well. That is why our rating now in all national examinations is improving. Last week, I launched ‘Countrimandirects’ and gave out telephone numbers to enable our people reach us because these fraudsters who are drawing salaries from more than one pay point, people know them, they are their friends, relations, and colleagues. I launched ‘Countrimandirects’ with the following numbers: 07068405809, 07011938880, 09083485732 and 08056085520. Result of verification People are asking; so much verification what is the result? You are going to see the results now. We are going to collate all the reports, comparing one report with the other. In this state there was actually no record keeping. Now we have been keeping records. From 2012 till now we have a data. We have even the photographs of all in the civil service. That is the painstaking work we have been doing and every month we check it. So, now it is based on this data that we are going to act. We have worked out the names of those certificate forgers, those who have not explained their certificates properly, their salaries would be stopped. They will have to go and explain to the commission of enquiry put in place. Since I became governor, I have authorized the employment of 300 teachers and I have the list. I authorized the employment of forest guards to protect our forest reserves, because I know what that means. I authorized the employment of state protocol officers and then very few other appointments. Those who are pensioners collecting N500m every month in this state, I want to know them from community to community. Since your administration came on board, the state has been very peaceful and safe, but, in recent times, we heard of ‘Operation Crocodile Smile’ launched by the Nigerian Army and Bayelsans are getting worried over that. What is the Restoration Government doing to enlighten Bayelsans on the military operation? I would not speak for the military authorities who are organizing that exercise. The state government is not involved in it, but, as the governor of the state, the commanders have come to explain a few things to me. In my view, the military have their job to do and if, in their judgment, they think that an operation helps them train, so be it. Meanwhile an exercise like this, which involves going round the creeks in a show of force, has the advantage of scaring away bad guys and limiting their movement. ‘Operation Crocodile Smile’ enables the military to patrol our waterways and has to be supported. What is your reaction to the rising profile of the state in the education sector and what does it mean for Bayelsa in the future? Dickson: It means a more stable and educated and more prosperous Bayelsa. It means a Bayelsa where we have less criminality, volatility. You talked about the relationship between lack of education and poverty index. You are correct and that is why, on my inauguration day, you can imagine the significance of that. I wasn’t governor, when I was speaking. It was on my inauguration day that I declared a state of emergency in the education sector and it is gratifying to hear that, almost six years down the road, the Senate of the federal republic is recommending that for Nigeria. Now, we are seeing our state rising from over 20th position in WAEC to number five this year and in NECO to number three. These are visible signs, but what this state will see in the next five to 40 years to come is going to be real result. That is when the real results will be seen by all. We pray that, all of us should be around to see the fruits of this investment. This state is programmed to be number one in education. Our plan, before I hand over, God willing in 2020, Bayelsa has to be number one in WAEC, NECO. We have spent close to N56b on education, and, if you check what we have been receiving, education, healthcare infrastructure, road building is where we spend a lot of our money. With the investment we have made, Bayelsa has the best public schools. You cannot see any school like the Ijaw National Academy in any other state. The model schools are opening and they are boarding and they are free. If there is any state that is investing on peace, stability and order, and prosperity and development, it is Bayelsa. There has been heightened clamour for the restructuring of Nigeria. Times without number you have reiterated your stand. We just want to know, if you still stand by that or whether there has been a change? My politics is informed by the fundamental interest of my people. I am not a politician of convenience whose positions change according to weather. I am a politician of conviction. I have been part of the struggles of my people. Whereas I believe that this struggle should be pursued, through non-violent and political means, I believe these issues should be raised from time to time. And, therefore, my views on restructuring are very well known. I believe that, if we want a balanced and stable and united Nigeria that will stand the test of time, we have no option than to review the structure of the country. We have to build consensus, put our cards on the table, our fears as well as the complaints and then find a way around them. The attitude of the Federal Government and the President to the issue of restructuring is something I disagree with. I stand with my people. And, I am in politics not for myself, but for my people. This country has to have a meeting and discuss how we can make Nigeria more stable, prosperous, and, therefore, a Nigeria that can last. Those of us talking about restructuring are the true lovers of this country. There are those who feel they have advantages, they want to protect, so they want the status quo maintained.   In that case, you are either talking of an individual that has interest or you are talking of regional interest or ethnic interest. You are not talking of the Nigerian interest. Agitations are normal; so all this heck about agitations from the South-south, South-east, I do not understand. Every country is an artificial creation. Up till now, our colonial masters are still dealing with the issues of restructuring, devolution of powers to Scotland to Wales, to Northern Ireland. Only last year, the Scottish had a referendum on whether they should be an independent nation or not. Heavens did not fall. Nigeria’s unity is desirable, but do not tell me it is not negotiable. We want to be in a big prosperous strong country. But, we have to stop this issue of people agitating and dying and running away and creating unnecessary tension in the country. That is inimical to the growth of the Nigeria we love. So, when we say restructuring in Bayelsa, in the Ijaw nation, in the Niger Delta, we mean that we sit with our brothers and sisters to discuss issues of how we control our resources, what kind of federation do we run? This is a unitary state and that is why you have all these conflicts. We want to be in a truly federal Nigeria and so the Federal Government should discuss the modalities of organizing, not a talk shop, but I have said there should be a multi-party or a bi-partisan committee, made up of officials of the Federal Government, the National Assembly because, in the end, you are going to talk about constitutional review. All these talk about true federalism will end in the National Assembly. So, the leadership of the National Assembly, state governors, speakers representing the various state parliaments, the leadership of the major political parties and other selected interest groups will meet behind closed doors and agree on the issues we need to address now. You do not need to address everything. Nation – building is work in progress. Americans have had how many constitutional amendments? And, they are proposing more, that is the kind of thing we need. Therefore, the buck stops at the table of Mr. President. He has to rise to the occasion and unify this country the more. The country is too divided. It has been left to drift for too long. The divisions are rather getting deeper and deeper by the day and that is not good for Nigeria. Whether you look at the issues of resource control or not, crude oil is running out. It will get to a point in the life of this country when we will sit down and ask ourselves, how do we form this federation and the component units? This is why my position will always be to support a call for a restructured and fair Nigeria. What is the import of the direct labour agency bill you signed into law recently and how soon are Bayelsans going to see its implementation and feel its impact? Is there any way you can draw the attention of the Federal Government to the issue of flooding, because I was in Biseni recently and the people over there are really suffering. The flood is terrible this year. If you recall what happened in 2012, all our communities were almost evacuated. Unfortunately, we have not seen much from the Federal Government. Bayelsa is actually one of the states that should routinely get support from the Federal Ministry of Environment, through the ecological fund in particular. Last week, I received the team from the Ecological Office, but unfortunately we haven’t received anything from the Federal authorities in this government. I hope the situation changes. I will be meeting SEMA next week to get the report of the flooding situation. Biseni is always a flash point. The Okordia-Zarama area is a very swampy area. It is one of the first places we get the heat from with communities along the river nun and Forcados. Right now you have the Direct Labour Agency Law in our state. In a recession you spend your way out, inject more funds, apart from paying salaries and so on. The contractors employ a lot of our people, but we want to be free to directly create a mechanism where our agencies and ministries directly undertake jobs. There has been no such mechanism. The focus of this agency is that the ministries can contract, but the direct labour agency will do the work. If we want to do any small work or repairs; pot holes and so on, why should we contract it? When we give them the jobs to do, they will go and hire carpenters and bricklayers, who know how to work and supervise them. As a strong party man, will you say the PDP is well primed to re-launch itself to reckoning at the national level? Dickson: After our governorship election, because of what we went through in the hands of the party at the centre, I was very serious about re-building the party to take over power at the centre and everyone knows what I did. I did everything to build consensus. But, there are forces within the PDP that are against a cohesive and strong PDP that can take power at the centre but these forces are surmountable if party leaders eschew selfishness and bitterness and work for the interest of PDP. I pray that the party overcomes or realizes the need to overcome this forces, within the PDP that are placing selfish ambition and ego above the need to build a strong party that, can take power at the centre. I am very prayerful and hopeful that, these forces that are trying to tear the party to pieces that have the capacity to take the party from one crisis to another and to generate another crisis and be the ones to solve it and move forward and so on. I pray that, the party survives internal forces. I have always believed that this country needs two strong parties, a strong cohesive party in government, which incidentally the APC is not, but we should also pray for the APC to get their acts together. But the tragedy of our democracy today is that we neither have a strong party in government nor a strong party in opposition. Clearly Nigeria needs a strong party in opposition and I agree with what the former head of state, Gen. Abdulsalami Abubakar, said when he said that, the PDP has disappointed, because it has not proven to be a strong party in opposition. That is very sad, because I am essentially an opposition man and I am very comfortable being in opposition. There are not many governors, who can survive the type of election I survived in this state. I believe my party has a lot of work to do, so that the country can have a real taste of two strong parties. We are proposing to have a convention. Let’s see how it goes. I think that, basically the PDP is suffering from having a preponderance of people, who have never tasted opposition politics. All their politics has always been with a party at the centre, using everything for their elections. They should learn from what we did here. Now, before you forget, note that I am the only governor who has won governorship re-election in this state on the platform of a party that is different from the party at the centre. I am the only one in the core Niger Delta states too. Of all the governors now in the PDP, I am the only one that has won re-election, when the centre is of a different party. In November, we shall see what happens in Anambra State.



Woman makes over $70,000 annually showing feet on Instagram





Some people can barely make a living working 9-to-5 jobs but that’s definitely not the case for Jessica Gould, a 32-year-old woman from a small town in Ontario, Canada, who makes upwards of $70,000 by taking photos of her feet in various positions and posting them on Instagram.

Gould discovered the lucrative but unusual source of income completely by accident. While casually searching for a hobby to fill her free time, the young Canadian came across a local job ad for female foot fetish models. She scoffed at the idea that anyone would be interested in her feet but some part of her was curious and intrigued by the idea. So she had some professional photos of her feet taken and started posting them under the name that became her alter ego, Scarlet Vixxen. It didn’t take long for her to realise that she had accidentally discovered a virtual goldmine.

“Never did I think for an instant that anyone would be interested in my feet,” Jessica recently told Cosmopolitan. “At the time, I had no idea just how wrong I was, or just how far into the world of fetishes I would someday find myself.”

Today, Scarlet Vixxen has over 12,000 fans on Instagram, to which she offers at least three new photos of her feet every day. While this may be enough to tame some of her followers, there are plenty of those who regularly message her, offering her money and expensive gifts in exchange for exclusive photos of her feet, or to perform special requests like showing her dirty soles, wearing certain footwear or stepping on food.

Gould claims to make over $70,000 per year just by showing her feet to men who can’t get enough of them. She sells custom photos and pre-made photo packages through a PayPal link on her Instagram account. Some fans like to pay extra just to please her and ensure that they get special treatment.

US , UK Will Not Recognise Catalonia Indepen....



The UK will not recognise the Catalan
parliament's decision to declare independence from Spain, Downing Street says.

Theresa May's official spokesman said the
declaration was based on a vote that had been declared illegal.

He added that the UK wanted to see the unity of Spain preserved.
The Catalan regional parliament has voted to declare independence from Spain, while the Spanish parliament has approved direct rule over the region.

The UK prime minister's spokesman said in a statement: "The UK does not and will not recognise the unilateral declaration of independence made by the Catalan regional parliament."

"It is based on a vote that was declared illegal by the Spanish courts. We continue to want to see the rule of law upheld, the Spanish constitution respected, and Spanish unity preserved."

Catalan MPs backed the independence motion 70-10 in a ballot boycotted by the opposition.

Spanish Prime Minister Mariano Rajoy had told senators direct rule was needed to return "law, democracy and stability" to Catalonia.

UK Foreign Secretary Boris Johnson earlier offered his support to the Spanish PM.
After a meeting with Portugal's foreign minister in Lisbon, he said: "We don't think, as far as we understand the matter, that the referendum on independence was well-founded in law.

"Therefore we remain very clear in our view that we should uphold the constitutional integrity and
sovereignty of our Spanish friends andthat's really our commitment and our pledge."

Buhari's Govt. Is Rotten - Fayose, Says FG Plans To Release Fresh 'Chibok Girls'




Governor of Ekiti state, Mr Ayodele Fayose has described the President Muhammadu Buhari led government as one that is rotten and covered with scandalous corruption, saying; “within the last one month, Nigerians have been confronted with messy revelations that gave credence to my earlier position that President Buhari is the life patron of corruption in Nigeria.”

The governor, who also alleged that there was a grand plot to release another set of Chibok Girls as another means of shifting the attention of Nigerians from the various scandals rocking the government, added that the claimed recovery of $85 million as part of funds allegedly looted from the Malabu oil deal and conclusion of negotiation with Switzerland on the return of $321 million recovered from the late Abacha family are diversionary.”

According to a statement signed by his Special Assistant on Public Communications and New Media, Lere Olayinka, PoliticsNGR learnt that Governor Fayose, while addressing journalists in Ado Ekiti on Friday, asked; “when was this $85 million recovered? Has the money been paid into the Federation Account? Didn’t Buhari claim that Abacha did not steal a penny? They are just trying to divert the attention of Nigerians as they have always done.”

He said; “While the President Muhammadu Buhari led government is still being confronted with the MainaGate’s global shame, the Senator representing the Bauchi Central Senatorial District, Isa Misau, yesterday, came with yet another bombshell that the Inspector General of Police, Ibrahim Idris, gave two Sports Utility Vehicles (SUVs) to the wife of the President, Aisha Buhari.

“Even though the police has said the vehicles in question were meant for the police personnel in the convoy of wife of the president, Nigerians will like to see records of such vehicles provided for the security personnel of previous First Ladies. Most importantly, what happened to the promise made by the President not to operate the Office of the First Lady?

“In the last one month, Nigerians have been confronted with messy revelations like the fraudulent reinstatement of Abdullahi Maina, who was declared wanted for corrupt practices by the International Police Organisation, (INTERPOL) after he was dismissed from office by the Civil Service Commission in 2013 for allegedly committing N2.1 Billion pension fraud while in office.

“Today, the President’s claim to integrity is under serious question, with his men dancing Unclad in the market square and there is no hope that their unclothedness can be covered any longer.”

Speaking further, the governor said; “While I await yet another scandal in what has become a government of one week, one scandal, I ask our President what has happened to the report of the committee that investigated the $43 million discovered in an apartment at Osbourne Towers, Ikoyi, Lagos?

“What has happened to the allegation of award of $25 billion contracts without following due process made against Dr. Maikanti Baru by Dr Ibe Kachikwu?

“What happened to the DSS indictment for corruption of the Acting Chairman of EFCC, Ibrahim Magu and the Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN) Investigative Panel set up by the President?

“Who is the owner of that shop the LEGICO Shopping Plaza, Ahmadu Bello Way, Victoria Island, Lagos inside which the EFCC claimed that it found N448.8 million cash?

“Who brought the five sacks in which the EFCC claimed that it found N49 million cash to the Kaduna Airport?

“What happened to the probe panel on the alleged N500million bribery said to have been paid to the Chief of Staff (COS), Abba Kyari by officials of South African owned MTN Telecommunications Company with the intent that the COS influence government to discontinue its heavy stance on the $5billion fine imposed on the company?

“Most importantly, the President directed the Head of Civil Service of the Federation, Mrs. Winifred Oyo-Ita, to submit a report on the circumstances surrounding Maina’s reinstatement to his Chief of Staff, Abba Kyari, before the close of work on Tuesday, today is Friday, what has happened to the report?

“Is the President going to use APC broom to sweep the report on Maina’s fraudulent reinstatement under the carpet just as he did to others before it?

“One can go on and on, but the painful reality is that Buhari’s government is not only corrupt, the government itself is corruption!

“As posited by APC Senator, Shehu Sani, ‘when it comes to fighting corruption in the National Assembly and the Judiciary and in the larger Nigerian sectors, the President uses insecticide, but when it comes to fighting corruption within the Presidency, they use deodorants.’

“In other words, perfume is being sprayed on corruption when it affects Buhari’s men while insecticide sprayed on corruption when it involves perceived political opponents of the President.

“Like I have maintained, President Buhari is not fighting any corruption. The Editorial/Pubilicity CDS Lokoja (Giant of the Pen) held a day workshop ##FUNDAMENTALS OF JOURNALISM#




The Editorial/Pubilicity CDS group (Giant of the Pen) held a day workshop tagged: FUNDAMENTALS OF JOURNALISM at Muslim Community Lokogoma.

The workshop had in attendance:
Rev.Tayo Adedapo (Asst. Director, Public Relations Unit ,NYSC Kogi State).
Mr. Ali Atabor  (Former NUJ Chairman).
Hon. Oluwafemi (SSA to the Governor on Legal Matters).
Mrs Juliana Oluofuba (Schedule Officer)

Presidents and members of other CDS groups were equally present.



The programme started with registration, NYSC/CDS Anthem and then proceeded to the welcome address which was given by Rev. Tayo Adedapo (Asst. Director, Public Relations Unit  NYSC Kogi State), he welcomed everyone to the seminar and gave a brief introduction of the workshop theme: FUNDAMENTALS OF JOURNALISM, he encouraged those that doesn't have a certificate in journalism to  get a post diploma in journalism.






He went further to say that intelligent reporting as a journalist, you should know your right and freedom of expression as well as the person you are reporting, every  journalist have right to life. When reporting, know the right of the person, when the person says he/she is not interested, you don't have the right to write about his personal life.

He ended his speech by entertaining few questions, where a Corper asked whether it was right for one to report political matters
in the State of Service and he said YES but such report should pass through him, that as a reporter, one shouldn't take sides.

Shortly after that, Performance CDS group came on stage to dance.






After the dance, the first speaker, Hon. Oluwafemi gave a lecture on THE RULE OF LAW AND JOURNALISM, where he started by defining what's journalism and who a journalist is, he said according to Nigeria Press Council Act 1992, that  a journalist is a person not less than 18 years of age, engaged in collection,processing and dissemination of information.


He went further to speak more about the practice of journalism within the law


He ended his lectures by attending to one or two questions 


Lastly, Mr. Ali Atabor gave a lecture on FUNDAMENTALS OF JOURNALISM,  he started by comending the young journalists, the Barrister and the PRO for their wonderful lectures. He went further to talk the new media and the traditional media, stating that new media is not a threat to the traditional media. 





He concluded by saying that with hardwork and committement, one would go places in the field of journalism.

Governor Bello will continue to give his best to Kogi - Fanwo






The Director General on Media and Publicity to the Kogi State Governor, Kingsley Fanwo has assured the people of the state that the Governor will continue to serve their best interest.

Addressing journalists in Lokoja, Thursday, he said the true situation of salary payment has been made public by government.

"We appreciate the concern of people who were misinformed by the orchestrated campaign against the state by those opposed to the governorship of Alhaji Yahaya Bello.

"The State Government never admitted to owing 7 months salary arrears. The case of the deceased is an eye opener to the reason some civil servants were not paid.

"The late Mr Soje had issues with his age declaration. Altered age declaration as well as multiple declarations were discovered. That accounted for the reason he was not paid between January and July 2017.

"He was later granted clemency and scheduled for payment before his unfortunate demise. Government is sad about the Soje story and will do everything possible to cater for his family.

"The true situation of things in Kogi State is that government has paid the bulk of the cleared staff up to July 2017 and details of payment have been published on the official website of government and in the newspapers to clear the doubts of those who need to know the facts".

Fanwo said the screening exercise, which led to delay of salary payment at some points, was necessary to save the state from the "corrupt cabal that had been siphoning the resources of the state".

"We know some people are bent on painting the State irresponsible for political reasons. But government will not shirk its responsibility of providing leadership and accountability in dealing with the good people of Kogi State.

"As a people, our pride is important to us. We are owing two months salary arrears and we know states in worse conditions. Government will continue to do its best to make Kogites proud".

He called on the people not to be dismayed by current political happenings in the state, saying the day of reckoning is at hand.

Billionaire Warren Buffett Doubles Down on Bitcoin Doubt



Billionaire investor Warren Buffett has joined the ranks of those who believe the market for bitcoin is in bubble territory.

According to MarketWatch, Buffett touched on the subject during an annual question-and-answer session held in Omaha earlier this month. While Buffett focused on a range of topics, he honed in on the cryptocurrency market during his remarks.

"People get excited from big price movements, and Wall Street accommodates," he was quoted as saying. Describing bitcoin as a "real bubble," according to the publication, Buffett also criticized the idea of applying a value to bitcoin.

He told attendees:

"You can’t value bitcoin because it’s not a value-producing asset."

Buffett's comments came amidst a significant month for bitcoin's price, according to CoinDesk data. After fluctuating around $4,300 at the beginning of October, the price surged to more than $6,100 less than a week ago.

That Buffett would take a harsh stance toward bitcoin is perhaps unsurprising, given that, in 2014, he advocated that investors stay away from bitcoin entirely.

"It's a mirage basically," he was quoted as saying at the time.

Nor is Buffett the only market observer to issue remarks around the market's recent developments. Earlier this week, Saudi Prince Al-Waleed bin Talal said that he expects bitcoin to fail.

Others, however, have adopted a different approach. On Oct. 24, New York University's "Dean of Valuation," Aswath Damodaran, argued that bitcoin is a true currency and not a fraud in a new blog post.

Melaye kneels during plenary to tender Kogi’s case



The controversial Senator representing the Kogi-West senatorial district, Dino Melaye, on Wednesday put up another drama during plenary while asking for help for his state.

In a picture posted on his Instagram page, he was seen kneeling down begging others to help Kogi State.

According to him, Kogi workers were suffering and need immediate help from an external body.

He wrote, “Please save Kogi State, Please help us, Kogi workers are dying.”
